UDC's journey started in front of the 'Service at  Doorsteps' program. With the establishment of UDC, it has been possible to create a free flow of information in every respect of the society and the state system, where people are not going to door to door to serve them, but the service is reaching the doorstep of people at the doorstep of the people. Free flow of information is one of the prerequisites for empowering the public. With the establishment of a digital center in the country's 4,501 union parishad, it has facilitated access to information and services at the earliest with participation of rural people's free flow of information.
